About the Housing & Community Development Department

Welcome to the Housing & Community Development Department!
Housing & Community Development provides quality and professional programming and services that:

  • Preserve and enhance Takoma Park’s existing commercial and residential building stock;
  • Revitalize our commercial and residential neighborhoods;
  • Ensure safe, decent, and affordable home ownership and rental housing opportunities;
  • Increase the capacity of our residents, neighborhood and tenant associations, and local nonprofit organizations;
  • Encourage and support private and public investment; and
  • Enrich the lives of our residents through the arts and humanities.

RENTAL HOUSING

There are over licensed 3,500 licensed rental units in Takoma Park — roughly one half of the households in the community rent. As such, the City proactively works with landlords and tenants to protect the rights of both, promoting the preservation and development of quality, affordable rental housing.
The Housing and Community Development Department is responsible for monitoring Takoma Park’s rental housing stock and ensuring compliance with the City’s landlord tenant laws.

FAIR RETURN RENT INCREASES

Landlords have a right to a fair return on their rental property and may petition the Commission on Landlord and Tenant Affairs for a rent increase above the annual rent increase allowance to ensure the maintenance of a fair net operating income. A fair return rent increase is intended to protect tenants from unwarranted rent increases, while allowing rent levels that provide landlords with a fair return.
Fair Return rent increase petitions are processed by the Commission on Landlord and Tenant Affairs (COLTA). An Administrative Decision approving or denying the requested rent increase is issued following a detailed review of the financial documentation included in the petition. A COLTA hearing is scheduled if the tenants or the landlord filed substantive objections to the decision.
Information on the petition process and the Administrative Decisions issued by COLTA in response to the Fair Return Rent Increase Petitions filed by landlords are available for viewing below.
